Quality of life depends on comfort levels that are strongly related to the ambient temperature of a place. Human beings usually find discomfort in temperatures that are too hot or too cold. Extreme temperatures can also cause illness or even death. Regulating temperatures to mitigate discomfort and enable a pleasant and livable environment is an important policy issue, when planning residential areas in particular and all land uses in cities in general.
